Complaint may hit Barclays' SWF plan

Barclays' attempts to raise £4bn from sovereign wealth investment groups face a potential setback after a member of the Qatari royal family publicly criticised the UK bank over an alleged €50m (£40m) fraud in Spain.
The complaint could be an embarrassment for Barclays in its capital-raising negotiations with sovereign wealth funds, including the Qatari Investment Authority, which is controlled by the ruling Al-Thani family.

Sheikh Abdul Aziz bin Kahalifa Al-Thani will today write to the board of Barclays complaining of negligence and his treatment by the bank, which he alleges still owes him, after certain repayments, about €42m from a fraud committed five years ago. A letter has already been sent to lawyers acting for Barclays in Spain.
The letter apparently contains thinly veiled references to the bank's potential fundraising from the QIA, warning of implications caused by the bank's stance in the dispute.
People aware of the matter in Qatar question if Sheikh Abdul Aziz, half-brother to emir Sheikh Hamad bin Khalifa Al Thani, has significant clout, as he was on the wrong side of a palace coup in 1995. Hamad bin Jassim Al Thani, head of the QIA, backed the current emir. But a spokesman for the sheikh said he had a "great relationship" with the emir and differences had since been resolved.
The sheikh said yesterday there had been a "complete absence of control and accountability" at Barclays.
There is an ongoing criminal investigation in Spain into the alleged fraud, which centres on sums withdrawn from a bank account in the sheikh's name at Barclays' Marbella branch between 2001 and 2003. Barclays declined to comment.

The relationship between the Qatar Investment Authority and Three Delta, its UK investment adviser run by Paul Taylor, has broken down and the sovereign wealth fund is working on buying out his interest in Four Seasons, the nursing home operator].

The potential split between Mr Taylor and QIA, which made an abortive takeover bid for the J Sainsbury’s supermarket chain last year, [could lead to the sovereign wealth fund’s buying out all four investments made since Three Delta’s creation two years ago.
“Relations have been breaking down,” said a person familiar with the situation.

The QIA is to hire Credit Suisse to advise it on its troubled investment in Four Seasons made through the Delta fund which is advised by Mr Taylor’s Three Delta.

Four Seasons is the UK’s third largest nursing home operator behind Southern Cross and Bupa, with 333 care homes running nearly 17,000 beds. It is facing a massive refinancing in three months of £1.2bn (€1.52bn) of its £1.5bn debt load.

A person close to the QIA said: “As a limited partner, QIA has had no management input into the running of this investment. It is too early to say what the QIA will do although efforts are being made to find a solution.”

“It is important to understand that the lenders are now in the driving seat and no decision about the future of Four Seasons can be taken without their contribution,” said the person.

“The QIA is making every possible effort, in association with Credit Suisse and other advisers, to get comfortable with valuations and to open up discussions with the lenders.”

The QIA is considering a deal to buy out Mr Taylor’s 50 per cent stake in the Delta Fund, in which the sovereign wealth fund run by Sheikh Hamad bin Jassem al Thani, the Qatari prime minister, is the biggest investor.

The Delta Fund spent about £3bn on four UK care businesses: Care Principles, NHP, Senad and Four Seasons. The 25 per cent stake in J Sainsbury bought by Delta Two, under Mr Taylor’s guidance, has since been transferred to the QIA and is not affected by the potential split.

Three Delta’s £1.4bn buyout of Four Seasons is under most pressure because at least £1.2bn of its £1.5bn debt load is due for repayment in just three months time.

Investors have been approached to either take an equity stake in the business, provide mezzanine debt finance or even to acquire the business as a going concern, although conversations are at a very early stage.

Four Seasons faces a tough time because the credit crunch has led to banks reducing the amount they are willing to lend against property assets.

Three Delta and Credit Suisse declined to comment

وبعض المرات أحصل أخبار موجودة بالصحف الأنجليزية بس .. وأتكون أخبار مؤثرة ..

اي معلومه فيها منفعه و مفيده تنحط بالمنتدى حتى لو بالانجليزي
