الصراحه أشكر الوزير العطيه على تصريحه الأخير في المعرض المهني
اللي يبعث روح الاحباط وغسل يدنا من قطاع البترول لمدة 20 سنه قدام اذا الله احيانا
يا اخي العالم تطورت وانت للحين في العصر القديم اي استيعاب تتكلم عنه واي الرجل المناسب في المكان المناسب البترول هو البترول ما تغير وحتى الاستراتيجيه التعبانه موجوده للحين ولو ما كانت موجودة كان ما شردنا من هالقطاع وأشردوا الآلاف منه وإحنا بأسرتنا 2 اللي اشردوا وما ابي اصرح عن الباقي اللي في العيله والسبب النظام التعبان والمتأخر ومن قال مافي واسطه الا اقرب الناس لنا تمشي امورهم بالواسطه لازم يكون عندك رصيد وهلك هوامير عشان تمشي امورك ولا وتطلع دورات على كيفك والناس اللي في محنطين من 100 سنه حتى انا افكر ارجع عشان اتحنط وليش ما تبي القطري يكون طموح ويسعى انه يقعد مكان هالهنود اللي يورثون كراسيهم حق عيالهم والله شوفة عيني انه واحد بيفنشونه راح جاب ولده شرات ويهه لا عنده شهادة ولا شي ورزه مكانه ,,قطاع البترول لازم يتطور بموظفينه القطريين مب القريـــــقا
والله انا من صغري وانا احب قطاع البترول وربي كتب لي فيه اشوف ما يخالف الصوره الظاهره له وهذا اللي خلاني اتحطم واطلع من عندهم,, انا ما اقول هالكلام عشان اشوه صورة قطر للبترول لا والله وألف لا
بس ياليت تقوم فيه سياسة جديدة وما تكون تعسفيه ضد الموظف بالعربي البترول يبيله شخال من جد وجديد...وشكرا لإستماعكم.

Field: General Management Contract Type: Full Time - Permanent Closing date: 31-May-2010 Job Purpose:
Purpose:
To promote and ensure that all Qtel projects conform to the PMO standards and methodologies, provide project technique and best practice training and guidance and; undertake regular and ad-hoc Project reviews throughout the business to provide Senior Management with accurate and timely reporting of project progress and variance.
To ensure the use of standard and approved project management tools and project management techniques and standards within Qtel business units
To maintain the project management tools as the ‘User' of the tool co-ordinating with IT all upgrades, testing and rollout to the business
To conduct weekly and ad-hoc project progress reviews with all Project Managers for the purpose of establishing progress to date, issues, risks, conflicts and variance
To highlight all instances of Project and Programme cross-functional issues throughout the business to management and; identify potential actions and opportunities to solve the issues
To provide project documentation and project progress reporting according to PMO standards and timelines
To ensure that all new projects conform to the PMO standards and follow the PMO methodologies
To conduct Project and Programme assessments to ensure that all new projects meet the PMO predefined criteria for project viability assessment by the MC
To provide data to the PMO Senior Manager on all such projects to facilitate their review by the Executive Steering Group (ESG) for approval.
To provide business unit project managers with training on the PMO Methodologies and general project planning and project control techniques
Context:
A highly dynamic environment requiring timely deliverables of assignments on specified deadlines, which may at times be stressful to meet.
Interacts very closely with senior and middle management Company-wide.
Responsibility of maintaining Annual Master Plans & tracking programs and projects listed in the Master Plan
Responsible for web enabling PMO Dashboards
Role Accountabilities:
Overview
Conduct review meetings with project managers and collate weekly update and project status reports from each project
Identify Project variances, issues and risks and follow up any issues likely to cause risk or delays to projects with the Project Managers to understand their plans to resolve
Provide recommendations, guidelines and proposals to resolve issues and risks
Monitor project plan development and provide best practice guidance on the formation of the plan, project controls and processes to be observed based on the PMO Methodology and Standards
Provide advice to PMO project team members and provide mentoring and training to junior members
Provide best practice training and mentoring to business unit project managers in project management skills and techniques, including the use of Microsoft Project for project plans and innovative features to support the control and management of each project
Support the implementation of project tracking tools and other program management tools including version levels, new features, enhancement, maintenance and testing prior to release
Carry out ‘quality control' checks to ensure projects are being managed effectively and are inline with the approved Project Initiation and Project Definition documents
Maintain ‘project bulletin boards' on Qtel intranet
Maintain effective communication throughout Qtel on PMO and Project and Programme Management practices
Develop and maintain an intranet facility for the storage of PMO templates and example documents as well as, PMO related documentation e.g. Project Planning standards
Conduct general training workshops and PMO promotion activities as an ongoing exercise to ensure the businesses awareness of effective project management and on-time project reporting
Undertake continual and iterative improvement reviews of the PMO methodologies and processes and ensure these are updated and that the Qtel organisation is appraised of such undertakings (and changes)

Internal customers include MC, ESG, senior managers and project managers throughout Qtel.
Business orientation
Performs and ensure Projects Governance role in ensuring Qtel personnel are aware of optimum and best practice methodologies for project management and; effectively and concisely monitors the progress of those projects within Qtel.
Will be actively involved in coordinating and reviewing individual projects with budgets in excess of QR 200,000, with no upper limit to project budget.
Planning & Organising
Ensure that projects are being managed effectively and are inline with the approved Project Initiation and Project Definition documents
Coordinate the delivery (and perform where appropriate) general training workshops and PMO promotion activities as an ongoing exercise to ensure the businesses awareness of effective project management and on-time project progress reporting
Helps ensure that PMO methodologies are continually reviewed and updated and that the Qtel organisation is appraised of such undertakings
Implement project tracking tools and other project management tools and ensure their continued relevance to Qtel's operating environment.
Problem Solving
Provide guidance to project managers on addressing project-related problems; provide leadership and management to PMO team members on addressing problems relevant to the PMO function
Communicating, negotiating & influencing
Will involve a wide range of contact with senior/business managers Company wide (and occasionally with Executive Management)
Will be required to build strong working relationships across the business and influence cross functional interaction
Facilitator of the resolution of projects issues and risks and in particular interface issues

Experience Qualification and Skills:
Minimum Experience & Essential Knowledge
Good knowledge and understanding of project management techniques, best practices, standards, approaches and tools, including at a minimum MS Project
Preferably from a Communications industry background in terms of work experience
8 years business experience including 3 years minimum experience of project management either as a consultant or in an operational position
Minimum Entry Qualifications
Bachelors Degree
Technical & non technical skills
Good knowledge and understanding of project management techniques, best practices, standards, approaches and tools, including at a minimum MS Project
Good financial awareness and understanding of business cases and return on investment methods

Network
The job involves a wide-range of contact with executive and senior/business managers Company wide.
The incumbent is required to build strong working relationships across the business and influence cross functional interaction and; facilitate resolutions of any interface issues.
Ability to illicit support and promote positive interaction; empathy and collaborative in nature as a support to other business units.
Provides the PMO Senior Manager with recommendations concerning new project viability based on experience and on the provision of data according to the PMO entry and exit criteria (i.e. that resources and budget are quantified and available in the required timeframe and that the business case provides sufficient ROI)
Recommends to the business units and PMO Senior Manager solutions and proposals on issues affecting resource availability that impacts on existing projects progress
Team working, coaching, guiding
Interacts very closely with senior and middle management Company-wide.
Interacts with all Senior and Middle Management personnel at Qtel for the purpose of gaining Project
related data, specifically, project progress data
Decision making authority
Has the necessary authority to make such enquiries of the company wide business units and to escalate to the PMO Senior Manager where this authority is not complied with.
Has the responsibility for assessing issues and risks to a project or programme delivery and; correct and on-time reporting of such matters
